For the second time in a week, Texas Central officials returned to the Capitol on Thursday, facing growing scrutiny from lawmakers skeptical of the long-delayed high-speed rail project connecting Houston and Dallas.
The Subcommittee on Transportation Funding heard testimony Monday on legislation that would block public funds from supporting construction linked to the proposed Dallas-to-Houston high-speed rail project.
This time, the House Transportation Committee voted unanimously to subpoena documents from Texas Central after lawmakers expressed frustration with the company’s refusal to fully answer questions about its finances, management, and foreign investments.
The House Transportation Committee issued the subpoena following more than an hour of testimony over House Bill 2003, authored by Rep. Cody Harris (R-Palestine). The bill would require high-speed rail operators to disclose detailed project information— including costs, financing plans, and organizational charts— before applying for permits from the Texas Department of Transportation.
